CAV (Consumer Affairs Victoria)

Consumer Affairs Victoria has responsibility for administration of the Owners Corporations Act 2006 and Part 5 and section 38 of the Subdivision Act 1988. Land Registry, Land Victoria retains responsibility for registration of the plans of subdivision and any alterations to the plan. If you are an owner or occupier in an owners corporation Consumer Affairs can assist you with telephone advice and dealing with disputes. CAV also has a guide, a range of fact sheets, sample documents and approved forms and notices specifically for owners corporations. You can download these on line at www.consumer.vic.gov.au .

CitySounds2:

CitySounds2 was developed by the City of Melbourne in partnership with RMIT to help reduce sound levels in city living spaces.  CitySounds2 has been designed to assist residents and industry by providing information on acoustic design in an accessible, interactive format.  Using web design and audio software to create a virtual CBD living space, the program lets you hear real sounds and learn ways to reduce noice entering into your home.  CitySounds2 and detailed fact sheets can be found at www.melbourne.vic.gov.au/noise.

Victoria penalty interest rate:


The current penalty interest rate has now increased from 01/02/17 to 10% per annum 9was 9,5%)
Please refer to the Owners Corporations Act 2006 section 29 in relation to charging of penalty interest on arrears. It allows an owners corporation to charge interest on any amount payable by a lot owner that remains outstanding after the due date for payment, up to the maximum rate of interest payable under the Penalty Interest Rates Act 1983.

As fixed by the Treasurer under section 5(3) of the Monetary Units Acts 2004, and as published in the Victorian Government Gazette, under section 6 of the Monetary Units Act 2004, for the financial year 1/07/2017 – 30/06/2018, the value of a fee unit is $14.22 and the value of a penalty unit is $158.57 

This directly affects the fees for OC Certificates, Register & Records. Changes to the OC Regulations, effective 1 October 2014, have changed the fees for Certificates and for copies of the register and records. They are now indexed annually.

Online Conflict Management Tool

"Mediation in OC internal disputes" was a research project that investigated alternative dispute resolution processes, in both metro and regional OCs, and was to publish an online tool on cutting edge mediation strategies. It was a research project grant from the Victorian Legal Services Board; and SCA (Vic) was an industry partner for the project. It was to help chart the ways that conflict is dealt with in owners corporations, and aimed to get managers views of the best ways to deal with conflict and whether the current legislation is meeting the needs of residents.
